The legal basis: where BASIX sits in the planning system
The BASIX requirement is supported by several parts of the NSW planning framework. Thermal performance is not the same thing as choosing an efficient air-conditioner. The BASIX Thermal Comfort Protocol explains that the Thermal Comfort Index assesses the heating and cooling loads placed on a dwelling by its fabric, while heating and cooling appliances and fuel type are assessed in the Energy Index. What information is needed for a BASIX assessment?
A BASIX assessment relies on design information. NSW Planning says the BASIX tool estimates water and energy consumption, thermal performance and embodied emissions based on information provided by the applicant, including floor area, size, location and type of windows, insulation type and hot water system type.
The project details section also requires accurate information about the project address, project type and site details such as site area and total roof area. For multi-dwelling developments, the tool may also require information about central systems, common areas and building and dwelling details.
For homeowners, the practical takeaway is that BASIX is only as reliable as the information entered. Architectural plans, site details, window schedules, insulation assumptions, roof areas, landscape areas, water fixture choices, tank sizes, hot water systems, heating and cooling systems, ventilation, lighting, pool or spa details, and any alternative energy systems all need to be coordinated. How is a BASIX Certificate generated?
The official process is reasonably simple at a high level. Common misconceptions and compliance pitfalls
“It’s just a form.”
BASIX is not just a form. The certificate records commitments that regulate how the development is to be carried out, and official BASIX certificate examples state that those commitments become a condition of development consent or CDC issue for the proposed development.
“We can sort it out after DA.”
Sometimes refinements can be made, but leaving BASIX too late can create avoidable redesign. The BASIX assessment depends on inputs such as floor area, windows, insulation and hot water systems, and changes to a project may require the certificate to be revised and resubmitted.
“If the plans change, the old certificate is still fine.”

BASIX, thermal comfort and the quality of the finished home
From a thermal comfort perspective, BASIX is most valuable when it is treated as part of design quality rather than as a late approval hurdle. The thermal performance section focuses on the building envelope: the floors, walls, roof, glazing, shading, insulation and other features that influence heating and cooling loads. The better the envelope performs, the less the home should need artificial heating and cooling to maintain comfort, all else being equal.
This matters for homeowners because comfort is felt daily. Orientation, window size, shading, insulation continuity, roof colour, thermal mass and glazing performance can all influence whether rooms overheat, lose heat quickly, or remain pleasant through seasonal changes. BASIX does not guarantee how every occupant will use the home, and it does not promise a particular power bill; rather, it assesses the proposed design against the applicable NSW standards using the information entered in the tool.
The 2023 uplift is also relevant.
